Ple de Diplocat

The Plenary

The Plenary is DIPLOCAT's main governmental body and is constituted by:

  • The President, who is the President of the Generalitat de Catalunya, and who may delegate the presidency of The Plenary to a member of the Government possessing competencies in the foreign affairs of the Generalitat de Catalunya, or to another Minister of the Generalitat de Catalunya.
  • The President of the Executive Committee, who is the incumbent of the Secretariat for Foreign and European Union Affairs of the Generalitat de Catalunya.
  • The main representatives of the relevant local institutions, business schools, and employers' federations, chambers, and associations, all of whom may delegate their attendance at the Plenary to an executive of the institution that they represent.
  • The Secretary of the Catalan Federation of Savings Banks, and a representative of this Federation.
  • Two University Chancellors, chosen by the Council of Catalan Universities.
  • The Director General possessing competencies in the foreign relations of the Generalitat de Catalunya.
  • A representative of the ministry of the Generalitat de Catalunya which possesses competencies in the area of the internationalisation of Catalan enterprise.
  • The person in charge of the Council of Catalan Universities.
  • The Secretary General of DIPLOCAT.

The Executive Committee

The Executive Committee is DIPLOCAT's permanent body and is constituted by:

  • The President of the Executive Committee.
  • The Director General possessing competencies in the foreign relations of the Government of Catalonia.
  • A representative of the Catalan Association of Municipalities and Counties, and a representative of the Federation of Municipalities of Catalonia, to act on behalf of those local-level institutions that are members of the Public Diplomacy Council.
  • The person in charge of the Council of Catalan Universities, who would represent those universities and centres of higher learning that are members of the Public Diplomacy Council.
  • A representative of the Catalan Federation of Savings Banks.
  • A representative of the General Council of the Official Chambers of Commerce, Industry, and Navigation of Catalonia.
  • The Secretary General of DIPLOCAT.

The Secretary General

The Secretary General is elected by DIPLOCAT's Plenary at the proposal of the President of the Catalan Government for a period of four renewable years. The current Secretary General is Laura Foraster Lloret.
